I. Introduction to Certification
   

Telecommunication terminal equipment and other devices that want to access the public telecommunication network need to obtain a network access license. The application for the "Network Access License" for communication products is commonly known as "CTA" in the industry. According to the current laws and regulations of our country, the state implements a network access licensing system for telecommunications terminal equipment, radio communication equipment and telecommunications equipment involving inter-network interconnection that are used to access public telecommunications networks (China Mobile, China Unicom and China Telecom). Telecommunication equipment subject to the network access licensing system must obtain the network access license issued by the Ministry of Information Industry. Those who have not obtained the network access license shall not be connected to the public telecommunications network for use or sold domestically.

SRRC is a mandatory certification requirement by the State Radio Regulatory Commission, which is commonly known as type approval. CTA is a mandatory requirement for communication products by the Telecommunications Equipment Administration of the Ministry of Industry and Information Technology. Before issuing a CTA certificate, an SRRC certificate is required. To put it simply, these two parallel lines eventually intersect.

The state implements a network access license system for telecommunications terminal equipment, radio communication equipment and telecommunications equipment involving inter-network interconnection that are used to access the public telecommunications network. Telecommunication equipment subject to the network access license system must obtain the network access license issued by the Ministry of Information Industry. Those who have not obtained the network access license shall not be connected to the public telecommunications network for use or sold domestically. The network access license certificate includes the certificate number, the applying entity, the manufacturing enterprise, the name of the equipment, the model of the equipment, the place of origin, remarks, the date of certificate issuance, and the validity period of the certificate. The general validity period of a network access license is three years.

Ii. Application materials are required for CTA certification
   

(1) Application Form for Telecommunication Equipment Network Access License (Format text provided by the Ministry of Information Industry). The application form shall be signed by the legal representative of the applicant for the telecommunications equipment network access license or his/her authorized agent and affixed with the official seal. When the applicant and the manufacturing enterprise are different legal persons, a consignment processing agreement signed by the legal representatives or their authorized agents of both parties and stamped with the official seals should also be provided. Overseas applicants shall entrust an agency within the territory of China to submit the application form as the applicant and issue a power of attorney.

(2) Business license of the enterprise legal person. Domestic applicants shall provide business licenses of enterprise legal persons. An agency entrusted by a foreign applicant to apply for the network access license of telecommunications equipment shall provide the valid license of the agency and the registration certificate of the foreign applicant (if the applicant and the production enterprise are different legal persons, the relevant materials of the production enterprise shall also be provided at the same time).

(3) Introduction of the Applicant. It includes the applicant's profile, production conditions, instrument configuration, quality assurance system and after-sales service measures, etc. For products subject to national regulations on repair, replacement and return, documents fulfilling relevant responsibilities should also be provided (if the applicant and the manufacturing enterprise are different legal persons, relevant materials of the manufacturing enterprise should also be provided simultaneously).

(4) Quality system certification certificate or audit report. For those that have passed the quality system certification, provide the certification certificate. For those that have not passed the quality system certification, provide a quality system audit report issued by a quality system audit institution that meets the relevant requirements.

(V) Introduction to Telecommunication Equipment. It includes contents such as equipment functions, performance indicators, principle block diagrams, interior and exterior photos, and user manuals.

(6) Test report or product certification certificate. It should be a test report or product certification certificate issued by a telecommunications equipment testing institution or certification body recognized by the product quality supervision department of The State Council.

(7) For radio transmitting equipment applying for network access permission, the "Radio Transmitting Equipment Type Approval Certificate" issued by the Ministry of Information Industry shall be provided.

(8) Radio communication equipment, equipment involving inter-network interconnection or new telecommunications equipment applying for network access permission shall undergo at least three months of network access tests on the telecommunications network within the territory of China or the simulation test network designated by the Ministry of Information Industry, and provide the overall technical plan and the test report issued by the test unit.

(9) For matters subject to special state regulations, relevant materials in compliance with the regulations must also be submitted.
