I. Introduction to Certification

REACH refers to the EU regulation "Registration, Evaluation, Authorization and Restriction of Chemicals". It is the regulation of the European Union for the preventive management of all chemicals entering its market. It was officially implemented on June 1, 2007. It involves substances, components, and items. In terms of items, it mainly focuses on the transmission of information about substances of high concern (SVHC). So far, there are 224 types of SVHCS, and the number will increase gradually in the future.

The 27 member states of the European Union: The United Kingdom (which left the European Union in 2016), France, Germany, Italy, the Netherlands, Belgium, Luxembourg, Denmark, Ireland, Greece, Spain, Portugal, Austria, Sweden, Finland, Cyprus, Hungary, the Czech Republic, Estonia, Latvia, Lithuania, Malta, Poland, Slovakia, Slovenia, Bulgaria, Romania.

 

Iv. Product Scope

The scope of the REACH regulation is extensive. It covers almost all commercial products that are not food, feed or medicine. Consumer products such as clothing and footwear, jewelry, electronic and electrical products, toys, furniture, as well as health and beauty products are all within the scope of the REACH regulation.

 

V. Certification Requirements

1. Registration

All chemical substances with an annual production or import volume exceeding one ton need to be registered. Chemical substances with an annual production or import volume of more than ten tons should also submit a chemical safety report.

2. Evaluation

Including archive assessment and material assessment. Archival assessment is to verify the completeness and consistency of the registration dossier submitted by the enterprise. Material assessment refers to confirming the risk of chemical substances to human health and the environment.

3. Authorization

Authorization is granted for the production and import of chemical substances with certain hazardous characteristics that have drawn significant attention, including CMR, PBT, vPvB, etc.

4. Restriction

If it is believed that the manufacture, placement on the market or use of a certain substance or its mixtures or articles poses risks to human health and the environment that cannot be adequately controlled, its production or import within the European Union will be restricted. Note: PBT is a persistent, bioaccumulative and toxic chemical substance; vPvB is a highly persistent and highly bioaccumulative chemical substance; CMR is a carcinogenic, mutagenic and biotoxic substance
