I. Introduction to TISI Certification in Thailand    

TISI is the abbreviation of Thai Industrial Standards Institute. The Industrial Product Standards Act authorizes the Thai Industrial Standards Institute (TISI) to be responsible for the certification work in Thailand. TISI is not only the government authority in charge of mandatory certification in Thailand, but also the standard setting and management body, certification body, as well as the laboratory accreditation, personnel training and registration body. Thailand implements a TISI certification system that combines mandatory and voluntary certification. For products that meet the standards, the TISI mark is allowed to be used. At the same time, in accordance with the resolution of the Thai cabinet, for products that have not yet established standards, TISI also implements product registration as a temporary certification method.

The TISI conformity mark covers the safety, electromagnetic compatibility and energy efficiency requirements of the product. TISI classifies products. Some products entering Thailand for sale must obtain a compulsory certification mark, while others can obtain a voluntary mark. For EMI and EMS marks, applications can also be made based on customer requirements. Products entering Thailand must comply with both IEC standards and Thai TISI standards at the same time.

 

Ii. Product Scope:

Products that must undergo mandatory certification include electronic products such as power supplies, lamps, monitors, printers, routers, gateways, and cameras.

Iv. Certification Mode

 

Product certification requires that the product comply with the corresponding standards. At the same time, it also demands that the manufacturer has a complete quality assurance system to maintain the product's compliance with the standards. Therefore, in addition to the type testing of the product, the TISI product certification process also includes factory inspections before certification and supervision reviews after certification.

1. Product evaluation

TISI evaluates products in accordance with the Thai Industrial Standards (TIS) and the special requirements of relevant product certifications, and can adopt one of the following three methods:

Samples are drawn and tested by the designated laboratory

Samples are drawn by qualified officials of TISI and sent to designated laboratories for testing, or to laboratories accredited by the Thai Laboratory Accreditation System (TLAS) or laboratory accreditation organizations approved by the Industrial Product Standards Board for testing.

(2) The samples are drawn and tested by the factory's personnel at the factory, and monitored by qualified TISI officials

When it is believed that the factory's laboratory is fully equipped with specific testing equipment and has qualified personnel, the sampled products can be handed over to the factory's personnel for testing at the factory, and monitored by qualified TISI officials.

(3) Inspection of test reports

If the products of a factory have been tested in a laboratory approved by the Industrial Product Standards Board, they can be exempted from repeated testing. However, if the test report is incomplete or differs from the corresponding product certification standards and specific requirements, TISI may take samples to conduct supplementary tests on these items.

2. Factory inspection before issuing the certificate

When conducting factory inspections before issuing certificates, for imported products, factory inspections are not required. Only document reviews related to the quality control process are needed. For foreign factories, factory inspections are required when the review of quality control documents indicates that they are insufficient. If the factory has obtained the ISO 9000 quality management System certificate, its quality control system will be exempted from review, but the issuing authority of its certificate shall meet the following requirements:

(1) The ISO 9000 certification body has been recognized by the National Accreditation Board of Thailand (ONAC).

(2) The ISO 9000 certification body has been approved by the Industrial Product Standards Board.

However, when the factory's quality management system is incomplete or differs from the specific requirements of product certification and the general requirements of the product quality control system, TISI can conduct supplementary reviews of these items.

3. Supervision and review after issuance of the certificate

The post-issuance supervision and review is aimed at ensuring that the certified products continue to meet the corresponding standards and that the factory still has the ability to maintain the quality of the certified products. The supervision and review system includes:

(1) Routine supervision and audit

Supervision and auditing can adopt: supervision of the quality control system and/or supervision of the quality of certified products. The frequency of supervision and audit is determined based on the consistency of the quality control system of the certificate holder and the situation of the previous supervision and audit.

(2) Supervision of the quality control system

The supervision of the quality control system mainly adopts sampling tests in factories or markets. Samples are drawn by qualified officials of TISI and sent to designated laboratories for testing, or to laboratories accredited by the Thai Laboratory Accreditation System (TLAS) or laboratory accreditation organizations approved by the Industrial Product Standards Board for testing.

Note: Without prior notice, monitor manufacturers, importers and sellers to ensure that the production and sale of products comply with the Thai TIS standards, prevent the abuse and misuse of standard marks, and avoid any violations of the Industrial Product Standards Act and its revised drafts.

 

V. Certification Process

1. The customer provides us with product information and importer information, and we contact the local Thai importer to collect relevant documents.

2. The customer provides samples and test documents, and sends the samples to the TIS-accredited laboratory in Thailand. The laboratory arranges the tests.

3. Confirm the factory inspection date with the client and the Thai engineer, confirm the itinerary of the Thai engineer in advance and make relevant arrangements. We will assist with the factory inspection guidance.

4. We follow up on the progress of the test and the factory inspection report. Once both are completed, the TISI certificate will be issued.

 

Vi. Certification Cycle and Validity Period

The certification cycle of TISI is 2 to 3 months
