1. Introduction to Certification

The full name of the Russian FAC is "Federal Communications Agency", which is the Federal Communications Agency of Russia. FAC certification is a wireless certification in Russia. FAC certification ensures that products installed or linked to public telecommunications networks comply with relevant Russian regulations. Almost all RF modules and all telecommunications products need to obtain FAC certificates to enter the Russian market.

1. FAC certification and FAC statement
According to the product category, FAC certification is divided into two forms: Declaration and Certification.

Several similar model series may be specified in the FAC certificate; only a single model, no series, shall be specified in the FAC statement. FAC certification can be applied by local companies or foreign companies, but the statement can only be announced by a locally registered company and then submitted to FAC for approval.

2.FAC modular approval
Manufacturers can approve telecom built-in modules or end-user equipment, it doesn't matter legally. It depends on the manufacturer's choice. But approving end-user devices is a better approach. If the manufacturer only approves the modules, then in this case he needs to provide some legal and design information for any officials, customers (eg importers, customs clearance etc.) whose end-user devices include fully approved modules.
